Highway Authority

Comment Date: Fri 20 Oct 2023

The proposals seek to construct an extension to provide seclusion facilities at the above-mentioned site. The Highway Authority would not wish to raise any in-principle objections to the proposed development.

It is noted that specific comments in relation to the temporary suspension of 4x parking spaces to allow for contractor compound during construction have been requested. The LHA would not object to the temporary suspension of these parking spaces, though it is noted that at least 1x of the spaces is currently designated as a disabled bay. As such, a condition should be attached which requires the re-provision of any disabled bays temporarily lost during the construction period elsewhere within the site.

Recommendations:

Support
No objection
No objection subject to appropriate mitigation (as identified below) X
Object to application

Planning conditions:
RE-PROVISION OF DISABLED BAYS DURING CONSTRUCTION PERIOD
No development shall take place until the disabled bays suspended to form part of the contractor compound have been suitably re-provided elsewhere on-site.

Reason:
In order to replace needed accessible parking spaces in accordance with Policy DEV29 of the Plymouth and South West Devon Joint Local Plan (Adopted 2019).

The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
