PLYMOUTH CITY COUNCIL CONSULTEE COMMENTS FOR A PRE-PLANNING APPLICATION.

PRE-APPLICATION SUMMARY
PLANNING APPLICATION: 23/01227/MOR
ADDRESS: Various Location, The Barbican Plymouth
DESCRIPTION: Pre-application to open a dialogue with PCC and National Grid Electricity Distribution to identify suitable locations for future electrical sub-stations

CASE OFFICER: Abbey Edwards. (Planning Officer)
Development Management, PCC Strategic Planning & Infrastructure, Floor 2 Ballard House PL1 3BJ

CONSULTEE: Gary Lester (Transport Officer)
PCC Strategic Planning & Infrastructure, Transport Planning Team, Floor 2 Ballard House PL1 3BJ

Date: 15th November 2023

PRE-APPLICATION COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any in-principal concerns to this pre-application proposal, to consider and identify suitable new locations for future electrical sub-stations at various locations in the Barbican area of the city.

With consider of such things as the site location, including in relation to its, surroundings, access and servicing, and connection to the wider electrical grid.

The are unlikely to be any issues with traffic volume (numbers) per se beyond the construction stage. Adequate vehicle access, egress, and perhaps parking for service vehicles, would need to be provided at each sub-station for maintenance purposes.

I would expect that electrical connection to the grid would be likely to involve some street excavations and trenching, which would be classed as 'Street-works' carried out under statutory powers.

SUMMARY:
It is understood that as the process to review potential sites for electrical sub-stations evolve further specific consideration of those individual sites would be needed.
