APPLICATION NO: 23/01248/FUL

SITE: 41 North Hill, Plymouth, PL4 8EZ

DEVELOPMENT: Provision of 8no additional student bedrooms to existing building (as approved under 17/02091/FUL and 23/00516/S73)


Observations:

I refer to your consultation dated 11th September 2023 regarding the above planning application for additional rooms, for students, in place of the members club facilities, at the above premises.

The proposal seeks to increase the number of student rooms within the consented building development as the private members club is no longer in existence.

The parking spaces allocated for the members club will be used by building staff and will be made available for students on arrival/departure day and supervised accordingly. Overall, the change in the use within the building is likely to result in a decrease in traffic flow, which is considered as a betterment.

Due to the increase in student rooms the cycle storage will also need to be increased in its provision. To this end the applicant intends on providing an extra two hoops (4 cycles) by way of amending the covered cycle store, as previously approved. There are no objections to this.
The existing Travel Plan covers all student activities at the building so no changes are required. Any new students will be advised of existing travel plan initiatives.

As such there are no objections to the proposal, subject to conditions.

Recommendation:

The Highway Authority recommends that the following condition is attached to the granting of planning permission.

TN22 - CYCLE PROVISION - AMENDED
The additional rooms hereby permitted shall not be occupied until space has been laid out within the site in accordance with the approved plan for at least a further 3 bicycles to be securely parked. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.

Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon Joint Local Plan, Adopted March 2019.
