It would appear from viewing the red line boundary plan that the area upon which the new replacement car parking space is located (following the loss of the garage) is land that is in the control of the applicant. I have also checked HMPE records and this has confirmed that the area in question is not adopted highway.On this basis I would not wish to raise any in-principle objections to this application from a highway viewpoint. I would however recommend that a condition be attached relating to the marking out/demarcation of the new replacement car parking space which includes providing a suitable dropped-kerb access to it.
TN20 PROVISION OF PARKING AREA
Each parking space shown on the approved plans shall be constructed, drained, surfaced and made available for use and thereafter that space shall not be used for any purpose other than the parking of vehicles.
Reason:
To enable vehicles used by occupiers or visitors to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
IN12 INFORMATIVE: KERB LOWERING
Before the access hereby approved is first brought into use it will be necessary to secure dropped kerbs with the consent of the Local Highway Authority. The applicant should contact Plymouth Highways for the necessary approval. Precise details of all works within the public highway must be agreed with the Highway Authority.
