Highway Authority Consultation Response to a Planning Application


APPLICATION NO: 23/01291/FUL

SITE: PLYMSTOCK QUARRY, THE RIDE, PLYMSTOCK

DEVELOPMENT: Erection of sales hub and associated parking/landscaping (Temporary for 5no. years)


Observations:

Further to my previous highway consultation response, it is noted that a wider vehicular access is now proposed which should prevent there being any conflict with the existing central reservation on the main site access road. I also note that the pedestrian route to the existing zebra crossing has been provided up to the sale suite.

My only remaining concern relates to the issue of larger vehicles needing to access this area (such as tankers emptying the cess pit) and how these vehicles have to reverse in which necessitates such vehicles having to drive onto the opposite side of the road into the fact of on-coming traffic. What arrangements will be put in place in order to ensure that this does not give rise to serious highway safety issues? If this cannot be addressed then suitable on-site turning would have to be provided for such movements.

Subject to this one remaining point being addressed, I will then be in a position to recommend in support of this application.

DEVELOPMENT: Erection of sales hub and associated parking/landscaping (Temporary for 5no. years)


Observations:

From a LHA perspective, I would wish to provide the following comments on this application:

' The vehicular access into the Sales Suite is immediately after the central reservation and I would be concerned about the close proximity of the central reservation and how it could be hit by vehicles making the right turn into the access. I would therefore recommend that it be moved slightly further to the north away from the central reservation.

' The layout of the car parking area looks quite tight in respect of vehicles manoeuvring into and out of spaces and there is no identifiable area for vehicles to be able to turn around within the site if all of the spaces are occupied by parked cars. The situation could be improved by creating a larger turning area outside the sale hub building.

' A pedestrian route should be provided to the sales hub which links-in with the existing zebra crossing as at present there is no way to access the sales hub safely on-foot (no consideration has been given to pedestrian accessibility). This needs to be addressed. Furthermore if there are going to be pedestrian movements from the sales hub into the site itself (travelling northwards) then consideration may have to be given to providing a pedestrian route alongside the proposed access road.

' Reference has been made to a cess pool holding tank located under one of the car parking spaces which will have to be emptied by a tanker. It is not clear if sufficient space exists on-site that would allow such vehicles to be able to turn around so that they aren't having to reverse back out onto the main site access road. Further details are therefore required to demonstrate how these vehicles will enter and exit the site safely.

Subject to the above-mentioned comments being addressed, I will then be in a position to provide a positive recommendation in respect of this application.
