The proposals seek to change the use of a section of land to provide a commercial dog walking field alongside other associated works. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.The site received planning permission under reference 20/00237/FUL for the change in use of the other 2x fields for dog walking and exercise and the LHA raised no objections to the proposal due to the amount of off-street parking provided, and the proposed management of the facility which would control vehicle movements to and from the site.
The applicant intends to operate the same management plan for this 3rd area, with appointments managed via an online booking system and sufficient time between each booking to allow customers to leave the site prior to the next arriving. In addition, when booking online, it is stipulated to customers that only 2x cars are permitted per booking.
Based upon the submitted information, it is anticipated that the change in use to provide a 3rd exercise area will increase the parking demand at the site by 2x cars. The current car park has capacity to accommodate 8x vehicles and therefore the site is considered self-sufficient in its parking needs.
With regard to the increase in vehicle movements to the site, it is not considered that an additional 8x bookings per day would lead to a severe impact on the operation of the local highway network.
A suitably worded condition should be attached to the grant of any planning consent which continues to restrict the operation of the site to maintain the pre-booked, staggered appointment system to control vehicle movements to/parking at the site so as to avoid conflict at the site access and prevent unwanted overspill parking.

SPECIFIED OPERATION RESTRICTION
The premises shall be operated in line with the details contained in Sections 5.34-5.38 of the Planning Report submitted as part of this application that refer to a booking system to control the use of the facility by members of the public.
Reason:
For the purpose of preserving public highway safety and the prevention of potential overspill parking as a result of uncontrolled use of the facility in accordance with DEV29 of the Plymouth and South West Devon JLP 2019.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
