Highway Authority Consultation Response to a Planning Application


APPLICATION NO: 23/01491/FUL

SITE: LAND AT SENDALLS WAY, PLYMOUTH

DEVELOPMENT: Change of use from storage site (B8) to AFT/MOT centre (B2) with ancillary office use and construction of steel portal frame building


Observations:

On the basis of the information provided it would appear that the proposed use would operate in conjunction with the existing lorry repair garage located on the opposite side of the road and also served off Sendalls Way.

The site benefits from an adequate level of off-street car parking provision (30 spaces) which are located at the existing premises and will serve both sites. This also includes cycle parking provision. In their Transport Statement it has been confirmed that the development would only lead to a net increase of 1 additional member of staff.

On the basis that HGV movements will be staggered over the course of the day (fifteen 45 min slots over the course of the day) there would not be any cause for concern from a trip generation viewpoint.

In view of the comments made above, I would not wish to raise any objections to this application from a LHA viewpoint. I would however recommend that the condition below be attached to any grant of consent.

Recommendation:

The Highway Authority recommends that the following condition should be incorporated into any grant of planning permission:-

HGV PARKING PROVISION
The use of the building hereby proposed shall not commence until the parking area for use by HGV's shown on the approved plans has been drained, surfaced and marked out in accordance with details to be submitted to and approved in writing by the Local Planning Authority, and that area shall not thereafter be used for any purpose other than the parking of HGV's.

Reason:
To enable HGV's awaiting servicing/MOT testing to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
