The proposals seek to construct a two-storey modular classroom with toilet facilities within the curtilage of the above-mentioned site. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.

As the development would lead to an increase in the number of staff employed at the site, it will be necessary to update any existing or (if one is not currently in place) provide a School Travel Plan to reflect the changes proposed and to assist in the monitoring and management of the transport impacts associated with the school.

Planning conditions:
SCHOOL TRAVEL PLAN
The use hereby permitted shall not commence until a School Travel Plan (STP) has been submitted to and approved in writing by the Local Planning Authority. The STP shall seek to encourage staff and all site users to use modes of transport other than the private car to get to and from the premises. It shall also include measures to control the use of the permitted car parking areas; site specific outcomes and targets, an agreed arrangement for monitoring the use of provisions available through the operation of the Travel Plan; and the name, position and contact telephone number of the person responsible for its implementation. From the date of first use the developer shall operate the approved School Travel Plan

Travel plans for non-residential developments are recommended to be created and managed using iTRACE, an online travel plan management tool available through the Council. The applicant should contact Plymouth Transport and Infrastructure for site-specific advice prior to preparing the Travel Plan.

Reason: The Local Planning Authority considers that such measures need to be taken in order to reduce reliance on the use of private cars (particularly single occupancy journeys) and to assist in the promotion of more sustainable travel choices in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.

CONSTRUCTION TRAFFIC MANAGEMENT PLAN
The development works hereby proposed shall not commence until there has been submitted to and approved in writing by the Local Planning Authority a Construction Traffic Management Plan (CTMP). The said CTMP shall be submitted prior to the commencement of the development works and shall include details relating to the detailed programme of works, details of construction vehicle movements including number, type and size of vehicles; construction operation hours; routes being used by construction vehicles and contractors parking arrangements. The highway works hereby proposed shall be carried out strictly in accordance with the approved CTMP.

Reason:
To ensure that the traffic impacts associated with the construction phase of the works does not lead to adverse impacts upon the operation of the Local Road Network in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019

The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
