Condition 5 ' Replacement Car Parking:The Replacement Parking Statement submitted to discharge this condition does not sufficiently address the requirements of this condition, which seeks for details (including a delivery programme) of measures to be implemented to mitigate for the resultant loss of parking spaces following the proposed development.
The Replacement Parking Statement informs that the car parking spaces lost have been distributed across the site to ensure there was no overall loss in parking, just a change of location. However, no details to evidence the provision of additional parking within the site have been provided. Such information should be submitted in support of the discharge of this condition. This could be by way of the submission of the UHP Parking and Transport Strategy referred to in the statement, alongside supporting drawings.
Condition 11 ' Motorcycle Spaces:
The Replacement Parking Statement informs that 20x motorcycle parking spaces have been relocated to Car Park C. Whilst a photograph is provided seemingly showing the new motorcycle parking area, the LHA would require a plan which clearly details the re-provision to be submitted in order for this condition to be discharged.
Furthermore, it would appear that the replacement motorcycle parking is located on former car parking spaces. If the re-provided motorcycle parking has displaced existing car parking provision, then details surrounding the re-provision of this car parking will also need to be submitted for consideration.
Condition 12 ' Emergency Drop-Off Provision:
Whilst the relevant details within the Replacement Parking Statement inform that the emergency drop-off spaces will be marked up for 'Emergency drop-off only', the LHA would require further drawings to be provided which clearly detail the signing and lining proposed to control the use of the drop-off area. The signage should also clearly state the time limits enforced on the area.
Condition 15 ' Replacement Accessible Parking Spaces:
As with condition 5, no supporting evidence has been provided to discharge this condition. The submitted details state that there is the intention to increase accessible parking bays within Car Park A however no corresponding drawings have been provided to evidence how this will be achieved. The LHA would again suggest that the submission of the UHP Parking and Transport Strategy and supporting drawings would be required to support the discharge of this condition.
In conclusion, the LHA are unable to recommend the discharge of conditions 5, 11, 12 and 15 of application 23/00015/FUL10 until such a time that additional, satisfactory supporting information has been provided.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
