The proposals seek to change the use of the above-mentioned property from a dental surgery to 2x flats. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.

The property lies within a sustainable and accessible location, with the rail station and city centre within walking distance which boasts good public transport links to the rest of the city and beyond. The site is also located within close proximity to Plymouth University and there are a range of local amenities within walking distance, therefore resulting in a variety of opportunities for travel to and from the site via sustainable modes of transport. In addition, the property is located within a Controlled Parking Zone (CPZ) that is in operation between 10am and 5pm, Monday to Saturday. Such conditions would allow the property to be eligible for car free development.

It should be noted that the properties will be excluded from obtaining permits for use within this CPZ if planning permission were to be granted and I would refer the applicant to the accompanying Parking Exclusion letter which confirms this.

Additionally, when calculating the parking demand associated with each the existing and proposed uses, it is clear that the existing use would have given rise to greater vehicle attraction (and parking demand) than that of the proposed.

Whilst eligible to be considered for car free development, the site is currently served with 2x existing off-street parking spaces which are to be retained as part of the proposed development. The responsibility over the management of these parking spaces will lie with the landowner.

Secure and covered cycle storage to accommodate 5x bicycles (1x per bedroom) will be required in accordance with section 8 of the SPD. The provision of such cycle storage should be secured via planning condition.

Planning conditions:
CYCLE PROVISION
No dwelling shall be occupied until space has been laid out within the site in accordance with the approved plan for a minimum of 5x bicycles to be securely parked. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.

Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.

INFORMATIVE: RESIDENT PARKING PERMIT SCHEME
The applicant should be made aware that the property lies within a resident parking scheme therefore in accordance with Council policy the development will be excluded from obtaining permits and purchasing visitor tickets for use within the scheme.



The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
