COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections in principle to the proposed re-surfacing, and external lighting of car park, including new refuse store, and covered cycle storage.
The proposed re-surfacing, and external lighting of car park, as shown on the drawing titled 'Proposed Car Park Site Plan' would provide a safer and more serviceable level surface, with parking spaces being formally laid out. As a result of the improvements the number parking spaces would be reduced by two spaces, to provide 56 car parking spaces, including five in number accessibility spaces. Whilst the ten in number cycle parking spaces would be retained, but up graded.
SUMMARY:
The LHA recommends that the following condition be included as part of any planning consent: -
CYCLE AND CAR PARKING PROVISION
() The cycle and car parking provision shall be laid-out and provided in accordance with the approved drawing titled, 'Proposed Car Park Site Plan' and the details contained within the Design and Access Statement. For ten in number cycles to be parked, and for the overall provision of 56 in number car parking spaces. The parking area for cycles and cars shall remain available and not be used for any other purpose without the prior consent of the Local Planning Authority.
Reason:
In order to accommodate associated car parking demand and promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.
