Observations:
With regard to the discharge of Condition 6 (Access ¿ Contractors), a plan has been produced and submitted. However, it is the view of the LHA that this plan is not sufficiently detailed enough to show the precise location of the access, positioning of gates for vehicles/pedestrians will be located, visibility splays for emerging vehicles etc.
Until a more detailed layout plan has been provided showing the location of the site access in relation to existing road infrastructure, I am unable to recommend the discharge of this condition.
Recommendation:
The Highway Authority is currently unable to recommend the discharge of Condition 6.

DEVELOPMENT: Condition Discharge: Conditions 5, 6, 7, 9, 21 & 26 of application 23/00031/FUL10
Observations:
Having reviewed the Traffic Management Plan (TMP) that has been submitted for the discharge of Condition 5 of application number 23/00031/FUL10, I am currently unable to recommend the discharge of the associated condition.
The TMP includes very little detail in terms of how the construction traffic impacts will be suitably managed and instead includes a number of check lists in relation to different types of construction traffic activity.
Clearly managing traffic movements associated with the construction phase of the development will be critical in terms of maintaining access to Derriford Hospital. I would therefore expect to see more detail in relation to the management of deliveries in terms of their timing (avoiding both the am and pm peaks) and how timing of deliveries will be managed.
Reference is made in the document to unplanned deliveries being redirected to a lorry park but no details have been provided in respect of the location of such. Likewise, no information is included in respect of providing delivery contractors with details of the routes they should be using from the Strategic Road Network (A38) and how this will be managed.
No details have been provided in respect of the expected number of construction traffic movements by type of vehicle or details of the layout of the site showing how vehicles can be loaded/unloaded within the confines of the site compound area without impacting upon access to any existing car parking areas which may still be in use.
Reference has been made to providing parking for the parking of contractors vehicles but no details have been provided in respect of numbers and how this will be managed. There is no mention of promotion of the use of sustainable modes of transport by construction staff and what measures would be implemented to encourage such.
Finally, there is no reference to keeping the existing roads within the hospital campus clear of mud and debris during periods of inclement weather. This is a very basic requirement which has not been addressed in any way in the TMP. I would also expect there to be a highway dilapidation survey undertaken before any works are commenced on-site.
Recommendation:
The Highway Authority is not currently able to recommend the discharge of Condition 5.

I have now received confirmation from my colleague Andy Thomson that the updated Travel Plan submitted in support of this condition discharge application is acceptable to the LHA and consequently the associated condition (26) can now be discharged.Natural Infrastructure Team
