This pre-application enquiry seeks advice on the proposed change of use of the utility/garden room to allow the applicant to conduct their nail technician business from home. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.

The submission details inform that the business would operate between 9am and 7.30pm for 2x days per week and the total number of appointments per day would equate to 5. The applicant also states that only 1x client would be seen at any one time on site. Based upon this information, it is not considered that the associated additional traffic generation arising from the business would give rise to severe impacts on the operation of the local highway network.

It is understood that 17 Clifton Avenue is a 3-bed house, therefore requiring the provision of 2x off-street parking spaces in accordance with Table 30 of the SPD. Whilst specific details relating to the size of the application area have not been provided, the LHA would expect that 1x additional parking space would be required to serve the new proposed business use.

The property is benefitted with a hardstand to the front which can suitably cater for the parking demand associated with the residential use. Any formal planning application should evidence that an additional parking space, independent of the 2x spaces required for the existing dwelling, can also be provided within the hardstand. The additional space will need to conform to the minimum size requirements as detailed within the SPD (2.4m wide and 4.8m long).

It would also be appropriate for the applicant to ensure that there is sufficient time between appointments to allow clients to leave/arrive separately to prevent the generation of overspill parking as a result of the proposed development.


The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
