The LHA have now reviewed the updated CTMP and on the basis of that document, are now happy for the associated condition to be discharged.However, there are a couple of points that need to be clarified:
- In para 4.2 reference is made to no work taking place during school drop-off/collection times. Just to be clear, the LHA only want to ensure that the movement of construction traffic is restricted at such times (no deliveries etc) and not construction activities on-site.
- The Tracking Plan submitted in Appendix B seems to show the access to the site compound area being through the middle of an area of contractors parking. Is this correct?
As stated above, there are now no issues with the discharge of Condition 3 of app no 22/00306/REM.

SITE: SALTRAM MEADOWS, THE RIDE, PLYMSTOCK, PLYMOUTH
DEVELOPMENT: Condition Discharge: Condition 3 of application 22/00306/REM
Observations:
I have now reviewed the Construction Traffic Management Plan (CTMP) submitted for the discharge of condition 3 and would wish to comment as follows:
' Section 3.2 of the CTMP outlining the route to and from the site which would be used by construction traffic suggests directing such movements from the A38 via Deep Lane and through the new Sherford community along Hercules Road. The use of such a route through a new residential community is not acceptable to the LHA and should be amended to show all construction traffic being directed along the A38 to Marsh Mills and then along the Embankment to Laira Bridge and finally Billacombe Road. This would also help avoid such vehicles running through the busy Stanborough Cross junction during peak traffic periods.
' The CTMP refers to appendices (A and B) detailing the layout of the site compound area showing parking allocated for use by contractors etc. However, the CTMP submitted does not include these appendices. This information needs to be provided.
' No information has been provided in relation to the number of type of construct traffic movements. This information is awaited and until received, the CTMP cannot be signed-off and the associated condition discharged.
' It should be noted that Encombe Street is subject to an unsigned Section 38 Agreement and therefore any damage caused to it as s result of use by construction traffic would be the responsibility of the applicant to address.
' Reference is made in section 4.14 of the CTMP to consultation with local residents. Whilst this is welcomed, consultation should also include the Primary School and the parents of children who attend it.
Recommendation:
For the reasons outlined above, the Highway Authority are not currently able to agree to the discharge of Condition 3 of permission 22/00306/REM.
