COMMENTS:
The Local Highway Authority consider the following further submitted details to be satisfactory in respect of this Reserved Matters application (further to previous outline consent under application 22/00312/OUT). For the erection of 8 in number dwellings, along with associated landscaping, infrastructure, and parking. With further details submitted in relation to access and Planning Conditions 6- 8, and 16-18 (of the outline consent) namely Planning Conditions: -

DESCRIPTION: Reserved Matters Proposal for the construction of 8no. dwellings with associated works

Probity
In this case the Housing Delivery Team has identified a legal interest in this application, in that PCC had landownership and a funding interest in the site and is involved in the Housing Association project team.

As a result of this legal interest, a Probity Note has been prepared for the planning applications to set out the procedures that shall be followed to ensure a functional separation between the Housing Delivery Team as a promoter of development and the Housing Delivery Team as consultee to the Local Planning Authority.

Observations
The Housing Delivery Team (HDT) would like to make the following comments as planning consultee:

Outline Planning permission has been approved under ref 22/00312 for residential development in principle. Reserved matters plans (taking into account the planning conditions) have now been proposed for residential development of 8 dwellings to be constructed at this site.

My assessment of this planning application will focus on the scheme meeting planning policies, including those for accessible housing (DEV9 Meeting local housing need in the Plan Area) and space standards (DEV10 Delivering high quality housing).

The proposal does not meet the policy threshold for the provision of planning gain Affordable Housing under JLP policy. Nevertheless this proposal is brought forward as 100% Affordable Housing scheme, representing a significant social benefit to the City by providing much needed accommodation for households in need of affordable housing.

The need for Affordable Housing is urgent ' as evidenced by Plymouth's Housing Register (Devon Home Choice) currently with more than 8,500 households in need and waiting to be housed.



Accessibility
There is also a chronic shortage of accessible housing and many households who are in need of this type of accommodation wait far too long for suitable housing to become available. The Housing Delivery team welcomes the fact that these residential development proposals will include much needed accessible housing. The applicant has indicated that 4 of the proposed dwellings (plots 1-4) will be constructed to accessible/adaptable standards ' in accordance with Building Regs part M level 2.

This aspect of the proposals would exceed the requirements of Policy DEV9 (Meeting local housing need in the Plan Area) of the JLP. (20% of 8 dwellings is 2 accessible units ' whereas the provision of 4 accessible dwellings amounts to 50% of the overall development). A planning condition has been imposed on the Outline PP in order to ensure that the full accessible/adaptable specification is constructed/provided for the 4 dwellings. Note that several specific comments have been made regarding the accessible housing details ' under ref 23/01771 and further details are awaited.

Housing Quality
Policy DEV10(5) (Delivering high quality housing) of the JLP requires new dwellings to meet the size standards set out in the Nationally Described Space Standards (NDSS).
Noteworthy also is that the scheme has provided raised accessible amenity areas for ground floor flats to improve amenity area space provision for these proposed dwellings.
In terms of sustainability, each property will have an Air Source Heat pump.
Summary
Subject to other planning considerations, for the reasons set out above the Housing Delivery team is supportive of these development proposals, subject to resolving outstanding accessible housing queries.
