Conditions discharge - ref 23/01771Amended plans Revision P2 adding Accessible Housing details - Part M Level 2
Further to previous comments provided on 4th Jan, the applicant has submitted amended plans which provide wider parking spaces for plots 1-4 plus additional Accessible Housing detail on the revised plans and with a checklist beside. I can confirm that I am now satisfied that the amended P2 revised plans do illustrate design details and capability to comply with the Accessible Housing planning condition.
These plans and checklist aside, will also be helpful for the project team regarding the implementation element of the planning condition.

COMMENTS:
The Local Highway Authority (LHA) would provide the following comments in response to the submitted details relating to the discharge of Planning Conditions 6 - 11 and 13 - 18 (of application 22/00312/OUT For the erection of 8 in number dwellings, along with associated landscaping, infrastructure, and parking).
The LHA would not comment on Planning Conditions: - 9, Biodiversity ¿ 10, Slow Worms ¿ 11, CEMP Biodiversity ¿ 13, CEMP Drainage ¿ 14, Accessible Dwellings ¿ 15, Landscape, which are not considered to be transport and highway related conditions.
But consider the following further details submitted in relation to the transport and highway related conditions of access and Planning Conditions 6- 8, and 16-18 (of the outline consent) to be satisfactory, namely Planning Conditions: -
6: HIGHWAY DILAPIDATION SURVEY:

Condition 14 of the outline PP requires the provision of 4 Accessible dwellings and plans submitted indicate the intention to deliver these units @ Plots 1-4 (Ground Floor).
The condition wording requires not only plans to be fully compliant with the Part M (2) regulations for the accessible units ' but also a post construction verification report confirmation. It will therefore be essential that all Accessible criteria are fully addressed at plan and construction stages. For this purpose ' it would be useful if either a plan legend or accessibility statement could be submitted to act as a checklist and provide commentary and details of all the accessible housing criteria compliance ' including parking/approach. (See attached template accessibility statement which may be useful).
Points to highlight at this stage (this is not an exhaustive list of all accessible housing criteria - see note above re checklist) - it is not clear from the plans submitted that the proposed parking spaces have accessible widened space alongside (a 900mm accessible strip could possibly be shared between parking spaces?) Further details of this element of the criteria will need to be submitted. An outside landing area is not shown on the plan/ nor covered porch area and clarification is required as to the space requirements between clear door opening distances within the internal hallway area. Details such as clear doorway widths should also be provided.
