The LHA would reiterate comments made in respect of the previous pre-application enquiry relating to the proposed development (reference 21/01272/MOR) which requested the provision of a Construction Traffic Management Plan as part of any formal planning application.

In addition, it is noted that the submitted Location Plan includes land which is currently designated as Highway Maintainable at Public Expense (HMPE) within the red line boundary. If required, details regarding the extent of HMPE can be purchased via the Plymouth City Council website.

Whilst the applicant may own the sub-soil rights, the designation of the land as public highway results in the land being controlled by the Local Highway Authority. Therefore, the red line boundary will need to be amended as part of any formal planning application.



The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
