Observations:
There is insufficient information to demonstrate that the future occupants will not experience unacceptable levels of noise from the garage beneath. There is also no information to demonstrate that any risks from contaminated land have been considered. For these reasons I will recommending refusal.

The proposals relate to the creation of a self-contained, 1-bed flat on the first floor of the above-mentioned property. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.There is no off-street parking serving the property and this is to remain the case following the proposed development. The creation of a new 1-bed flat would increase the associated parking demand by 1x space.
Whilst the LHA would generally be unsupportive of proposed development without the provision of off-street parking, it is not considered that a recommendation of refusals based upon a parking shortfall of 1x space could be sustained at appeal. Furthermore, it is also noted that the property is located within an area of the city which is highly accessible via public transport, therefore presenting the opportunity for travel via sustainable modes.
Therefore, on-balance, the LHA would not wish to raise any in-principle objections to the proposed development.
Secure and covered cycle storage should be provided in accordance with the levels and standards as set out within section 8 of the SPD.

CYCLE PROVISION
The dwelling shall be occupied until space has been laid out within the site in accordance with details previously submitted to and approved in writing by the Local Planning Authority for a minimum of 1x bicycles to be securely parked. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.
Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
