PLYMOUTH CITY COUNCIL CONSULTEE COMMENTS FOR A PLANNING APPLICATION.APPLICATION SUMMARY
PLANNING APPLICATION: 23/01791/FUL
ADDRESS: Smeaton Building, University of Plymouth Drake Circus, Plymouth PL4 8AA
DESCRIPTION: Single storey south extension with associated access/landscaping works and replacement northern door
CASE OFFICER: Sam Lewis (Planning Officer)
Development Management, PCC Strategic Planning & Infrastructure, Floor 2 Ballard House PL1 3BJ
CONSULTEE: Gary Lester (Transport Officer)
PCC Strategic Planning & Infrastructure, Transport Planning Team, Floor 2 Ballard House PL1 3BJ
Date: 18th January 2024
COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections to the proposed, construction of a 'single storey south extension, along with associated access and landscaping works, along with a replacement door on the northern elevation of the Smeaton Building. The proposed alterations also include access improvements for those with mobility issues.
The street layout within the university campus is self-contained, having an internal private street network with shared surface streets, which includes Glanville Street, where the Smeaton Building is located.
Along with access, and amenity space, there are also three in number disability/accessible car parking spaces situated, within the Red-Line of the application, along the frontage of the building. Comparing the application 'Existing Ground Floor Plan' drawing, to the 'Proposed Ground Floor Plan' drawing, suggests that post development, one, of the currently available three in number disability parking spaces would apparently be lost, leaving two spaces.
SUMMARY:
The Local Highway Authority (LHA) would not wish to raise any objections to the proposed development, recommending that the applicant review the street layout and demand for accessible car parking, in conjunction with the University Campus Travel Plan, with a view to maintaining the current level of three in number disability/accessible parking spaces within the vicinity of the building: -
INFORMATIVE:
To support equal access for all, it is recommended the applicant review the street layout and the demand for accessible car parking, in conjunction with the University Campus Travel Plan, with a view to maintaining the current level of three in number disability/assessable parking spaces within the vicinity of the building.
