COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections to the discharge of the following Planning Conditions: - 15: Street Details ' 16: Details of New Junction ' 17: Provision of Sight Lines ' 19: Access/Highway Improvements; Reinstatement of Footway ' Of application 17/01216/FUL. Whilst also referring to the additional information contained within the Covering letter.
Condition 15: Street Details ' The details confirm and inform that the new cul-de-sac access road is intended as a private un-adopted road. Being unsuitable for adoption by the Council due to part of the new street being in private control and use by the adjacent Transport Repair Garage. Although the specifications and construction for the new street has been designed in accordance with accepted street standards. With the surface water discharging into the adjacent Tory Brook:
16: Details Of New Junction
The new road junction between Colebrook Road, and the new estate road is intended to include a flush demarcation kerb-line across the junction, positioned in-line with the back of the public footway each side in Colebrook Road. To mark the extent of the public highway, and the start of the new private estate road, in accordance with the application covering letter details, and drawings that show the extent of the public highway.
17: Provision of Sight Lines
The visibility splay sightlines of 2.4m x 43m in accordance with the details and as shown on drawing numbered and titled - 'COL-HYD-XX-XX-DR-C-1002 (P05) Section 278 Works Plan', is satisfactory. Once implemented the approved visibility sightlines shall thereafter be preserved.
19: Access/Highway Improvements - Reinstatement of Footway
The submitted design details includes details for the reinstatement of public footways either side of the new access road junction, with full height kerbs to tie-into the pre-existing footways and kerb-lines, including dropped kerb (6mm upstand) pedestrian crossing points either side of the road junction. Where, it should be noted, that in accordance with accepted good practice, and as part of the Section 171 Licence to work within the highway, tactile paving would be required at the dropped crossing points either side of the new junction. The works also include the removal of the existing bollards currently within the southwestern footway. The works (aside from the required Tactile Paving and demarcation Kerb-line) are shown on drawing numbered and titled - COL-HYD-XX-XX-DR-C-1001 (P07) Surfacing Specification Plan:
SUMMARY:
The Local Highway Authority (LHA) would not wish to raise any objections to the discharge of Planning Conditions: - 15 ' 16 ' 17 - & 19 - Of application 17/01216/FUL:
The necessary tie-in and other works within the public highway in Colebrook Road, shall be carried out in accordance with the application details contained within the Covering Letter and the associated drawings, and include a demarcation kerb-line across the carriageway, and Tactile Paving at the drop crossings. For implementation purposes only the works within the public highway (HMPE) shall be considered as a commercial vehicle crossing and carried out under a Section 171 Licence from the Councils Network Management Unit, Plymouth Highways. To help facilitate the formation of a new road junction within the public highway, it is recommended that the following informative be included as part of any condition discharge: -
INFORMATIVE: NEW ROAD JUNCTION
() A Section 171 License will be required to facilitate the works within the public highway (HMPE) to form the proposed new road junction to serve the development.
For Licensing and implementation purposes only the works within the public highway (HMPE) shall be considered as a commercial vehicle crossing. For which an application will need to be made to Plymouth Highways, e-mail:- highways @plymouth.gov.uk. Precise details of the works to be agreed with Plymouth Highways shall include a flush demarcation kerb-line level with and across the carriageway of the new road junction in-line with the back of the footway, and Tactile Paving at the dropped crossing points either side of the junction.
