The proposals seek to demolish the existing garage and erect a two-storey side extension and 2x single storey rear extensions at the above-mentioned property. The Local Highway Authority (LHA) would be unable to support the proposed development in its current form.The property as existing is a 3-bed house which, in accordance with the standards detailed in the SPD, should be served with 2x off-street parking spaces. At present, the property is benefited with a garage and hardstand, the latter of which able to suitably accommodate off-street parking for 1x car.
Whilst the argument could be made that the existing garage could not positively contribute to the off-street parking provision at the property due to the internal size dimensions (which fall short of those required in the SPD), therefore meaning that the development would not give rise to a loss of parking at the property, the issue at hand is the intensification of the site via the introduction of an additional bedroom.
The proposals will increase the number of bedrooms at the property from 3 to 4, thus increasing the associated parking demand to 3x spaces. As no additional parking provision is proposed, this would lead to a 4-bed property only being served with 1x off-street parking space would which not be acceptable to the LHA due to the potential for resultant overspill parking within the local highway.
In this instance, the LHA would be willing to accept the provision of 2x off-street parking spaces to satisfy the parking demand at the site and it is considered that there is scope within the application site for an additional parking space to be provided. Should the applicant be able to demonstrate that 2x, policy compliant off-street parking spaces can be provided then the LHA would be minded to withdraw the recommendation of refusal.

Reasons for refusal:
Inadequate Provision of Parking:
No adequate provision is proposed to be made for the parking of cars of persons residing at or visiting the development. Vehicles used by such persons would therefore have to stand on the public highway giving rise to conditions likely to cause:-
(a) Damage to amenity;
(b) Prejudice to public safety and convenience;
(c) Interference with the free flow of traffic on the highway.
The proposal(s) are therefore contrary to Policy DEV29 of the adopted Plymouth and South West Devon Joint Local Plan adopted March 2019.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
