COMMENTS:
In considering the discharge of planning conditions of the previously consented application 23/00529/FUL. The Local Highway Authority (LHA) would not wish to raise any objections in principle to the proposed discharge of some of the transport and highway related planning conditions.
With the Planning Conditions being numbers; 3, 4, 5, 6, 7 & 8 of application 23/00529/FUL namely: -
3 - Contamination Report.
4 - Drg 1795-C-GA-303-PI Visibility Splay Layout.
5 - Boundary Treatment.
6 - Highway Dilapidation Survey.
7 - Schedule of Materials for New Detached Dwelling House.
8 - Construction Management Plan.
The LHA would make the following comments regarding the transport and highway related Conditions, 4, 5, 6, & 8: -
Condition 4; Visibility Splay - Referring to inter and forward visibility for frontage access and MfS the application drawing tilted 'Visibility Splay Layout' shows the extent of the visibility across the application site in both directions to the nearside kerb-line, that including the public rear grass verge to the right on exiting the site meets the standard. When projected forward and as a car emerges from the property the extent of forward visibility increases exponentially.
Condition 5; Boundary Treatment - The application details show the Boundary Treatment is kept low and/or set-back in order to preserve the inter and forward visibility between an emerging car driver, and pedestrians and vehicles travelling along the street.
Condition 6 - Highway Dilapidation Survey ' There does not seem to be any details submitted in respect of this Condition, for which a street condition dilapidations survey is required.
Condition 8 - Construction Management Plan - Section 6.3 refers to Mud on roads, informing that 'the access point shall have temporary hard surfacing and specific measures to prevent mud being transferred onto the main highway'. However, the measures employed must be sufficiently robust to ensure that mud is not deposited on the highway during the duration of the works, causing a potential hazard for highway users.
SUMMARY:
Accordingly, the LHA would not object to planning conditions 4, 5 & 8 being discharged.
The development will require an Access to Site Permit and a new vehicle footway crossing prior to any work starting.
INFORMATIVE: KERB LOWERING & ACCESS TO SITE.
() Before the access hereby approved are first brought into use including by construction traffic it will be necessary to secure dropped kerbs and a vehicle footway crossings with the consent of the Local Highway Authority. The applicant should contact Plymouth Highways for the necessary approval. Precise details of all works within the public highway must be agreed with the Highway Authority.
