The proposed development is for the replacement of existing light columns within the RM Stonehouse Barracks, specifically within the southern half of the military site and surrounding the Eastern Kings Battery Scheduled Ancient Monument (NHL - 1002643).

Historic Environment have no in principle objections to the proposed development which is largely a like for like replacement of existing lighting columns for lighting columns that are of a lower height and reduced lux levels.
There appears to be no development within the boundary of the SAM, therefore any harm would be limited to visual impact on the setting of the designated heritage asset. Given the like for like nature of the replacement we consider the impact and harm on the setting and significance of the Eastern Kings Battery to be negligible. The reduced lux levels proposed may even be an improvement. As such the development is considered compliant with DEV21 of The Plymouth and South West Devon Joint Local Plan and NPPF guidance (Dec 2023). We have no recommended conditions and our recommendation is that the development is acceptable from a Historic Environment perspective.
