Whilst the proposed alterations will not only lead to the loss of the existing garage and also increase the number of bedrooms at the property from 3 to 4, the property is served by a driveway of almost 12m in length which provides off-road car parking for 2 vehicles. Therefore, it could be argued that at worst, the impact of the proposed development could be 1 additional vehicle parking on-street based upon application of the indicative parking standards included within the JLP SPD.Such a limited impact could not warrant/sustain a highway recommendation of refusal and therefore I would not wish to raise any objections to this application from a LHA viewpoint.
