The proposals seek to enlarge the existing garage and create a new hardstand to the front of the property, alongside other alterations, at the above-mentioned site. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.The extension of the garage would lead to the loss of 1x off-street parking space. No details have been provided with regard to the internal dimensions of the new proposed garage therefore the LHA are unable to assess whether it would contribute positively to the off-street parking supply at the property.
To address this, the applicant intends to create a new hardstand to the front of the property, the dimensions of which would allow 1x car to be parked off-street. Therefore, the existing parking provision at the site is considered to be maintained.
Access to the new hardstand will be taken from Longfield Villas which is a private street. As such, additional consent from Network Management for the vehicle crossing is not required.
The applicant will be required to submit further information with regard to the levels of visibility at the new proposed access to ensure that both vehicle and pedestrian movements are safeguarded. The details should demonstrate that adequate levels of inter-visibility between emerging vehicles and pedestrians can be provided as well as sufficient levels of forward visibility, especially due to the close proximity of the new access to the bend in the road. This could be provided by way of reducing the height of the boundary walls to no higher than 900mm within the required visibility splay.

PROVISION OF SIGHT LINES
No development shall take place until details of the sight lines to be provided at the junction between the means of access and the highway have been submitted to and approved in writing by the Local Planning Authority. The approved sight lines shall be provided before the new access is first brought into use and no structure, erection or other obstruction exceeding 900mm in height shall be placed, and no vegetation shall be allowed to grow above that height, within the approved sight lines to the site access at any time.
Reason:
To provide adequate visibility for drivers of vehicles at the road junction in the interests of public safety in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
CAR PARKING PROVISION
The building shall not be occupied until the car parking area shown on the approved plans has been drained and surfaced in accordance with the approved details and that area shall not thereafter be used for any purpose other than the parking of vehicles.
Reason:
To enable vehicles used by occupiers or visitors to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
