COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections in principle to the proposed further sub-division of the dwelling, to Sub-divide the first floor 2-bedroomed flat, into 2 in number 1-bedroomed self-contained flats. Splitting one dwelling, into two.
The proposal incudes forming a bicycle store under the external staircase in the rear yard (notated on the Proposed Site Plan). Secure and covered storage for two in number cycles, one storage space per flat, would need to be provided in accordance with the Council SPD.
The application property is not served by any off-street, car parking, and is reliant on being able to park in the local street. The local streets are subject of parking restrictions that include a Permit Parking Scheme, 'Zone D', where permit parking is in operation Monday ' Saturday 9am - 7pm.
The intensification in the use of the building by sub-dividing one flat, to create two self-contained flats, would be likely to result in increased demand for residential parking. As a result, the proposed second-floor flat would not be eligible for resident and visitor parking permits. However, the eligibility of a parking permit for the first-floor flat would remain in place, maintaining the status quo. Therefore, any associated overspill car parking and the parking shortfall created by the sub-division would be countered and mitigated by the extent of the on-street permit parking restrictions that apply Monday ' Saturday 9am - 7pm.
SUMMARY:
The LHA would, in view of the extent of the on-street permit parking restrictions that apply throughout the day and six day a week, not wish to raise any objections in principle to the intensification in the use by dividing the first floor 2-bedroomed flat, to create 2 x 1-bedroom dwellings, subject to the following planning conditions: -
TN22 CYCLE PROVISION
() The two in number one-bedroomed self-contained flats hereby approved shall not be occupied until space has been laid out within the site in accordance with the approved Proposed Ground Floor Plan to provide secure and covered storage for two in number cycles to be parked, one storage space per flat. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.
Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.
INFORMATIVE: EXCLUSION FROM RESIDENT PARKING PERMIT SCHEME
() The applicant should be made aware that the property lies within a resident parking permit scheme and in accordance with Council policy the additional self-contained second floor flat that would be created as a result of the sub-division would be excluded and ineligible for on-street parking permits and purchasing visitor tickets for use within the scheme. Although the eligibility of a parking permit for the first-floor flat would remain in place, maintaining the status quo.

Property is exempt from having waste bins, as will have to use communal bins in the area, unless property can provide a bin storage facility for bins to be stored within the property boundary.
