The proposals seek to change the use of the above-mentioned property from offices (Class E) to 2x self-contained flats (Class C3). The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.

The submission details inform that the property is benefitted with 2x off-street parking spaces within the private rear parking court and these spaces would be allocated as 1 per flat. Due to the sustainable nature of the site, which is located within walking distance of the city centre which provides a range of amenities and good public transport links to the wider city, the provision of 1x space per flat would be considered acceptable.

In addition, the streets surrounding the property are subject to various on-street parking controls such as double yellow lines and Controlled Parking Zones (within which the property would be unable to obtain permits) and pay and display parking bays. Therefore, it is considered that there is very little (if any) opportunity for overspill parking to occur.

For these reasons, the LHA would not wish to raise any objections to the proposed change of use. Secure and covered cycle storage should be provided in accordance with the levels and standards as set out within section 8 of the SPD.

Planning conditions:
CYCLE PROVISION
No dwelling shall be occupied until space has been laid out within the site in accordance with details previously submitted to and approved in writing by the Local Planning Authority for a minimum of 4x bicycles to be securely parked. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.

Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.


The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
