This pre-application enquiry seeks advice on the proposed change of use of the above-mentioned property from a single dwelling to 2x, 2-bed flats. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.The property as existing is not served with any off-street parking provision and this appears to remain the case following the development.
However, the property lies within a relatively sustainable and accessible location, a short distance from the Mutley Plain District Centre which provides a range of amenities and public transport connections to the wider city. Therefore, it is considered that there are a variety of opportunities for travel to and from the site via sustainable modes of transport. In addition, the property is located within a Controlled Parking Zone (CPZ) that is in operation between 10am and 5pm, Monday to Saturday. Such conditions would allow the property to be eligible for car free development.
It should be noted that the properties will likely be excluded from obtaining permits for use within this CPZ if future planning permission were to be granted.
Secure and covered cycle storage will be required in accordance with the levels and standards as detailed within section 8 of the SPD.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.

Although there is no provision for bin storage, the nature of the location, residents keep their bins located on the highway behind yellow lines. This could be conceived as an obstruction, although there is little impact to road users and residents
