PRE-APPLICATION COMMENTS:
The Local Highway Authority (LHA) would make the following comments in respect of this pre-application enquiry to install a pilot plant for the treatment of waste black mass from end-of-life lithium-ion electric vehicle (EV) batteries, to recover critical minerals.
The application site is at Unit 2, 10 Estover Road, which is an industrial unit situated on Estover Industrial Estate. The site has a consented use (under previous application 18/00203/FUL for sub-division into four units), for B2 Manufacturing & B8 Warehousing.
The application property was understood to be previously occupied by a removal company, and currently occupied by the applicant Altilium Clean Technology.
The application site had eleven in number car parking spaces, and space to accommodate deliveries, as part pf the previously consented B2 & B8 uses, with apparently an accepted car parking shortfall of up to six parking spaces when compared to the Councils indicative parking standards given in the Councils Supplementary Planning Document (SPD) for the uses, as follows: - B2 Manufacturing -1 space per 51m2 gross floorspace. Lorry parking will be assessed on merits of each case - And B8 Warehouses less than 2,500m2 - 1 space per 70m2 gross floorspace. Lorry parking will be assessed on merits of each case.
In terms of the current proposed use a pilot plant for the treatment of waste black mass from end-of-life lithium-ion electric vehicle (EV) batteries to recover critical minerals, the parking shortfall of six car parking spaces should not be further exacerbated. Although it is noted that the accompanying Technical Note suggests that that once fully operational the proposed processing facility could provide up to 35 jobs. Any full planning application would need to ensure that the existing car parking shortfall would not be exacerbated and how any increased car parking demand would be accommodated, and or mitigated, in order to avoid overspill car parking in the local streets.
All the usual necessary transport elements should be considered and provided in accordance with the SPD, including:- appropriate Cycle Parking - Electric Vehicle Charging Points -Travel Plan.
SUMMARY:
Any full planning application should provide sufficient supporting information to demonstrate how the proposed use of the site would meet the planning standards set out in the SPD and its day-to-day operational needs without causing detriment or overspill car parking in the surrounding local streets.

In relation to the Pre-app, to establish a pilot plant for the treatment of waste black mass from end-of-life lithium-ion electric vehicle (EV) batteries to recover critical minerals, the Economic Development team is aware of this proposal and is very supportive of it having engaged with the company behind the proposal. The proposal aligns with the existing and emerging economic strategies in a number of ways, critically by creating at least 35 new, valuable employment opportunities in an innovative industry in Plymouth and attracting investment and new expertise to the area. The direct employment opportunities created will be further bolstered by the indirect economic impact the facility is likely to have through the establishment of a supply chain locally and the broader employee expenditure that will be unlocked. High value employment opportunities will be vitally important for the city if it is to close the productivity gap it faces compared with the UK national average. Furthermore, the groundbreaking technology and the businesses broader approach to and adoption of low carbon practices inherently align to and aid the city in reaching its broad net zero goals.The technology and processes being developed on site will likely have significant implications for the reuse of critical minerals in the production of EV batteries reducing the nations reliance on importing raw produce from across the globe. Not only will the technology enable domestic production of EV batteries it will also have a significant impact in reducing the carbon footprint of the component materials used in EV batteries. This company will be an international exemplar of solutions to net zero challenges based here in Plymouth not just in the technology that it is developing but also in the way in which it conducts business.
