Having reviewed the Demolition Traffic Management Plan submitted, I can confirm that there is still the need for a planning condition which requires the submission of such due to the document provided lacking in detail.As stated in my previous highway consultation response, we require details relating to the size and frequency of vehicles expected to travel to and from the site whilst these demolition works are taking place. It is also not clear what routes onto the wider local road network, will be used by such vehicles (I would have assumed it would be better to serve the site from the southern end of James Street off Cobourg Street rather than from the northern end off North Road East).
In addition there will also be the need for a highway dilapidation survey and details relating to car parking arrangements for the vehicles of demolition contractors?
On the basis of the above I would reiterate the need for a condition which calls for the submission of a more detailed and comprehensive Demolition Traffic Management Plan.

Highway Authority Consultation Response to a Planning Application
APPLICATION NO: 24/00353/11
SITE: FORMER BRUNEL LABORATORIES BUILDING, UNIVERSITY OF PLYMOUTH, DRAKE CIRCUS, PLYMOUTH
DEVELOPMENT: Prior approval of demolition of Former Brunel Laboratories Building (single storey brick built with ply saw tooth roof).
Observations:
Having reviewed the information submitted with this application, very little in the way of details have been provided in respect of the method statements for how the demolition works will be undertaken. No information has been provided in respect of the associated traffic impacts (routes to and from the site that will be used by construction traffic, the number and type/size of construction traffic expected to travel to and from the site on a daily basis, how pedestrians will be kept safe, parking arrangements for demolition contractors etc).
In view of this lack of detail and the location of the site in the City Centre with relatively high numbers of pedestrian traffic associated with the University, I would recommend that the following condition be attached to any grant of consent relating to the need for a Demolition Traffic Management Plan. I would also suggest a further condition be attached relating to the need for a Dilapidation Survey prior to any of the demolition works taking place.
Recommendation:
The Highway Authority recommends that the following conditions should be incorporated into any grant of planning permission:-
DEMOLITION TRAFFIC MANAGEMENT PLAN
The demolition works hereby proposed shall not commence until there has been submitted to and approved in writing by the Local Planning Authority a Demolition Traffic Management Plan (DTMP). The said DTMP shall be submitted prior to the commencement of the demolition works and shall include details relating to the detailed programme of demolition works, details of demolition vehicle movements including number, type and size of vehicles; hours of operation; routes being used by demolition traffic/vehicles and contractors parking arrangements. The demolition works hereby proposed shall be carried out strictly in accordance with the approved DTMP.
Reason:
To ensure that the traffic impacts associated with the demolition works do not lead to adverse impacts upon the operation of the Local Road Network in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
HIGHWAY DILAPIDATION SURVEY
No demolition works shall commence on-site until the applicant has undertaken a highway dilapidation survey in consultation with the Local Highway Authority which shall have been submitted to and been approved in writing by the Local Planning Authority. The survey shall assess the existing condition of all highway infrastructure which will be impacted upon through the demolition activities associated with the development hereby approved. This shall include routes to and from the site being used by demolition traffic.
Reason: To ensure that any damage to the existing highway infrastructure arising from the proposed demolition works are properly recorded and addressed by the developer on completion of the demolition works in the interests of the safety of all users of the highway in accordance with Policy DEV29 of the Plymouth & South West Devon Joint Local Plan 2014-2034.
