Observations:

I have now reviewed the information submitted for the discharge of Condition 4 (Construction Traffic Management Plan) and would wish to respond as follows:

Considering the sustainable location of the site (within the City Centre) and the availability of public car parking, the CTMP confirms that no car parking will be made for use by contractors and reference is made to encouraging the use of sustainable modes of transport.

However, the CTMP makes no reference to those measures that will be employed (through the CTMP) to encourage contractors to use sustainable modes of travel for journeys being made to and from the site. Will secure and covered cycle parking be provided for those wishing to cycle to work? If they do, will lockers be provided for workers to be able to leave their tools at work (thereby allowing them to walk, cycle or use public transport to get to work)?

I do think that the CTMP needs to address the need to provide sustainable travel options for construction staff.
With regard to hours of operation, the applicant should be made aware that Western Approach is considered to be a traffic sensitive street and as such has restrictions in place in relation to when works can take place. As a result of these restrictions, there should be no deliveries made to the site between the hours of 0700 and 0930 or from 1600 and 1830. This needs to be reflected in the CTMP.

Recommendation:

Subject to the above-mentioned points being addressed, the LHA will then be in a position to recommend the discharge of the associated condition.
