The LHA have no in-principle objections to the layout of the site compound that has been indicated for Phases 7 and 8. Based upon the area available (400 sq.m), it is assumed that around 17 parked vehicles could be accommodated within this area based upon parking space dimensions of 2.4m x 4.8m and a 6m access aisle. Such a level of car parking is considered to be sufficient.

Highway Authority Consultation Response to a Planning Application


APPLICATION NO: 24/00419/CDM

SITE: PLYMSTOCK QUARRY, THE RIDE, PLYMSTOCK, PLYMOUTH

DEVELOPMENT: Condition Discharge: Conditions 3, 4, 5, 7 & 18 of application 23/01404/REM


Observations:

I have now reviewed the information submitted for the discharge of Conditions 3 (Construction Traffic Management Plan) and 4 (Highway Dilapidation Survey) and would wish to comment as follows:

Condition 3
Overall the CTMP is well-written and covers most of the areas of concern. I note from paragraph 4.5 that no details in terms of numbers and size of construction-related traffic cannot be provided until a contractor has been appointed. Therefore until this information has been provided I am unable to recommend the discharge of this condition.

In addition, I note that for the early phases of construction that the site compound area will be located at the Main Square and shared with Phase 6. No details have been provided in respect of the internal layout of this compound area and I am concerned that there won't be sufficient space to provide parking for vehicles of contractors that will be working on both phases. It would therefore be helpful if a layout plan could be provided which clarifies how many contractor parking spaces will be provided (for both phases).

The CTMP refers to need for deliveries by construction traffic to take place outside school drop-off/collection times which is very much welcomed.

Condition 4
In view of all of the roads within the site (Encombe Street etc) still being the responsibility of the developer in terms of maintenance, any damage caused to these roads and footways as a result of the use of these roads by construction traffic would be for the developer to address. Therefore, I would have no objections to condition 4 relating to the need for a Highway Dilapidation Survey, being discharged.


Recommendation:

The Highway Authority recommends that the following conditions can be discharged:
