The proposals seek to change the use of the above-mentioned property from a care home (Class C2) to a single dwellinghouse (Class C3). The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.The LHA consider that insufficient information has been provided to support an application of this type as no drawings have been submitted to evidence that the development would accord with the transport requirements included within the SPD.
However, it is acknowledged that the existing use of the site as a care home would have given rise to increased levels of vehicles movements and parking demand than that of a single dwelling. Therefore, it is not considered that the proposed change of use would result in any additional traffic or transport impacts above that already established as part of the former use.
In terms of off-street parking provision, any property with 4 or more bedrooms should be served with 3x off-street parking spaces. In addition, it is important to note that, as vehicular access is taken from a classified road (Fort Austin Avenue), space should also be available within the site to allow cars to enter and exit in a forward gear in accordance with paragraph 13.72 of the SPD.
The details submitted inform that the existing point of access will be maintained and that the site can accommodate 4x off-street parking spaces. However, the LHA would request that further details are provided which clearly show the provision of 3x off-street parking spaces alongside additional space to allow cars to turn on-site and exit in a forward gear to ensure that such details can be secured via planning condition.
EV charging points and secure, covered cycle storage will be required in accordance with the levels and standards detailed within section 8 of the SPD.

FURTHER DETAILS
No development shall take place until satisfactory details have been submitted to and approved in writing by the Local Planning Authority which evidence that 3x off-street parking spaces and on-site turn provision can be accommodated on site.
Reason:
To ensure that these further details are acceptable to the Local Planning Authority and that they are in keeping with the standards of the vicinity in accordance with the Plymouth and South West Devon JLP 2019.
CYCLE PROVISION
The dwelling shall be occupied until space has been laid out within the site in accordance with details previously submitted to and approved in writing by the Local Planning Authority for a minimum of 1 bicycle per bedroom to be securely parked. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.
Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
ELECTRICAL VEHICLE CHARGING PROVISION
The dwelling shall be occupied until space has been laid out within the site in accordance with details to be submitted to and approved in writing by the Local Planning Authority for the provision of 1 standard electrical vehicle dedicated charging point per dwelling. The electrical vehicle charging point shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.
Reason:
In order to promote sustainable modes of transport in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.

Please ensure future plans include storage for bin provisions. Our vehicles will not be entering the site which is a private drive.Bins will need to be presented to the kerbside of Fort Austin avenue, on the day of collection, so facilities will need to be considered on the entrance to site, so not to impede residents access.
