My comments on this application are limited to those details which have been submitted for the discharge of condition 13 (Sustainable Transport Route Restriction Measures).The drawing submitted for condition 13 refers to the need for a PCC-approved ANPR camera. I would clarify that as the camera will be legally enforcing a TRO it will have to be a Home Office approved enforcement camera. This should be a Roadfusion camera provided by SEA or similar. The applicant will be responsible for funding the installation of such and future maintenance costs of such. Reference to an SEA camera should be included on the associated drawing.
I would also wish to add that a TRO will be required to restrict the use of the link to buses and taxi's. Again, the fees associated with such will be the responsibility of the developer.
Subject to these points being addressed/acknowledged by the applicant, I will then be in a position to recommend the discharge of condition 13.
