The proposals seek to extend the existing hardstand to the front of the property, widen the existing dropped kerb, demolish the existing garage and construct a new larger garage to the rear of the above-mentioned property. The Local Highway Authority would have no in-principle objections to the proposed development subject to the provision of amended drawings.

It is noted that the proposals would lead to the creation of additional off-street parking in excess of that required to serve a dwelling of this size, however this would not give rise to a recommendation of refusal.

The main point for consideration relates to the extension of the existing hardstand to the property frontage and the widening of the existing vehicle crossing and associated dropped kerb.

It is understood that the requirement for an additional, larger space to the front of the property is required due to accessibility needs of a resident. Whilst the LHA would not raise any in-principle objections to the extension of the hardstand, an extension to the existing crossing by 3.2m could not be supported due to the resultant impacts on the level of on-street parking.

Through consultation with Network Management, a 2m extension has been approved in principle. It is considered that a 2m extension would allow sufficient access to the new proposed parking space whilst also maintaining the same level of on-street parking available currently. Therefore, further details should be provided to evidence an extension of no more than 2m to the existing dropped kerb, plus the retention of any boundary treatment to ensure vehicle movements are restricted to the crossing only.

FURTHER DETAILS
Notwithstanding the 3.2 metre extension to the vehicle crossing and dropped kerb proposed on the submitted drawings, no development shall take place until further details showing an extension not exceeding 2 metres in width have been submitted to and approved in writing by the Local Planning Authority. The works shall conform to the approved details.

Reason:
To ensure that these further details are acceptable to the Local Planning Authority and that they are in keeping with the standards of the vicinity in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019

SURFACING OF DRIVEWAY/PARKING AREAS
Before the development hereby permitted is brought into use, the driveway and parking area shall either be (a) constructed using a permeable construction or (b) hard paved for a distance of not less than 1 metre from the edge of the public highway and drained to a private soakaway; and shall thereafter be maintained to ensure satisfactory access to the adjoining highway, in accordance with the approved plans.

Reason:
To ensure that no private surface water or loose material is deposited onto the adjoining highway in the interests of highway safety in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.

INFORMATIVE: KERB LOWERING
Before the access hereby approved are first brought into use it will be necessary to secure dropped kerbs and footway crossings with the consent of the Local Highway Authority. The applicant should contact Plymouth Highways for the necessary approval. Precise details of all works within the public highway must be agreed with the Highway Authority.



The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
