PLYMOUTH CITY COUNCIL CONSULTEE COMMENTS FOR A PLANNING APPLICATION.

COMMENTS:
The Local Highway Authority (LHA) is unfortunately unable to support the discharge of Planning Condition 10 (of application 22/00878/FUL) for the Provision of Electric Vehicle (EV) Charing Points in its current form. As shown on the associated application drawing titled and numbered: - 'Sitewide External Lighting And Electric Vehicle Charging - DS0032-WWL-ZZ-ZZ-DR-E-9606 REV T05':

The LHA is mindful it is only the discharge of Condition 10, for the 'Provision of EV Charging Points', being consulted on under this CDM application. Although, the combined application drawing also shows the External Lighting, including the Street Lighting situated within the public highway that is Highway Maintainable at Public Expense (HMPE).

The application drawing shows the proposed locations of the EV Charging Points along with the associated infrastructure including, poles for independent charging point metering, passive wiring, underground cables & ducting. Whilst it is laudable that the developer is proposing a significant amount of EV Charging Point provision, a small number of them along with the associated infrastructure is proposed to be located within the HMPE. But currently the Council has no mechanism for the provision of EV Charging Points within HMPE where privately owned apparatus is not permitted.

Therefore, unfortunately being privately owned apparatus, any EV Charging Points and associated infrastructure within the HMPE needs to be omitted from the scheme including from - the footway on both the north and south side of Roberts Road - along the north side of Pool Park Road, the ducts across Pool Park Road running between Housing Blocks 'K & P' - and the ducts across Savage Road between Electrical Cupboard Ref EXT/1 on the north side, and parking bay numbered 30 on the south side. In which regard the LHA would welcome a revised layout drawing showing the requested private apparatus omitted from the HMPE. Although, it will unfortunately result in a reduction in the number of EV Charging points serving the development.

Although EV Charging Points and associated infrastructure is also shown on the drawing within the public street along the north side of the re-aligned Wilkinson Road, it is acceptable in that location. Acceptable because the parking bays and the footway along that side of the street where the proposed EV Charging Points are located is not HMPE and is intended to remain in private ownership. With only the carriageway and the footway along the south side of the street intended for adoption.

Otherwise, provision of EV charging points should be in accordance with the advice contained in Section 8 of the Councils Supplementary Planning Document, including the national guidance on the minimum technical specifications for the provision of charging points at residential properties:- https://www.gov.uk/government/publications/electric-vehicle-homecharge-scheme-minimum-technical-specification.


Although incidental to this application, as the combined application drawing also shows all the public lighting for the scheme, without technical specifications, it is considered appropriate to just mention the street lighting.

As it is only Wilkinson Road to be realigned and reconstructed, which includes the provision of new Street lights within the HMPE. The expectation is that the Street Lights in the rest of the streets within the scheme including, Pool Park Rd, Savage Rd, Roberts Rd, and Roope Close should be largely unaffected. Although, it would seem that some of the existing Street Lamp Columns may need to be re-positioned sufficiently clear of new vehicle access points as part of the S278 works.

The LHA have previously provided guidance to the developer on the street lighting requirements for use within the HMPE, where Street lighting must meet the Councils following design specifications: -

Lighting levels for a residential area would need to comply with BS5489 P4. With,
6 meter C U Phosco columns, or 5 metre Raise and Lower Columns where there's no access for MEWPS.

The LHA advises that the applicant and developer ensure that any drawings showing new street lighting within the HMPE, particularly in Wilkinson Road, are in accordance with the Councils above street lighting specifications. In respect of which the LHA would ask that an up-dated drawing is provided.

SUMMARY:
In accordance with the above comments the LHA is currently unable to support the discharge of Planning Condition 10, for the provision of EV Charging points. Recommending Condition 10 remains in place pending an appropriately revised drawing showing any conflicting EV Charging Points and associated infrastructure removed from the HMPE.
