We have reviewed the submitted documents. The scheme entails seeking planning for the change of use, alterations and extension of existing building from Youth Centre/Community Centre to Health Hub (Sui Generis use); Construction of a linked two storey hub building; Formation of vehicular access and blocking up of existing access; and associated works.
We acknowledge that this is a minor application and that the reuse of an existing building is far superior to the replacing the current building in terms of carbon emissions.
We note that there is an existing air source heat pump on site which will be utilised within the new build and that space is set out in the plans for energy storage of which we are supportive.
The compliance form sets out that onsite renewable energy generation will be submitted post planning approval, while this would be preferable to be undertaken at the same time this needs to be considered against the use of the existing building and the existing use of heat pumps in making a balanced decision.

Urban Design

No in principle objection

The design has been significantly amended since the pre application advice stage and reflects the majority of the recommendations made at that time, which is welcomed.

The use of natural Zinc for the roof is very welcome.

The incorporation of the historic stone boundary wall into the design of the new hub building is welcomed. The cantilevered first floor over the wall provides an interesting shadow gap, it was noted that whilst not a concern from an urban design perspective, this area may be utilised by pigeons.

Opportunities for planting of any kind would be welcomed. This could include trees, shrubs and climbing plants such as ivy that could be introduced to the walls etc.

The proposals as submitted are supported. 

It would be positive if the brick used on the new building was either a grey multi-brick, referencing colours found in Plymouth limestone, or alternatively, a red multi-brick referencing the red brick details on the existing building.

Additional details recommended to be secured via condition include details of the proposed new carpark gate; and the reuse of the limestone from the new entrance to block up the old and/or reuse within the site.
