Highway Authority Consultation Response to a Planning Application
APPLICATION NO: 24/00548/S73
SITE: DERRIFORD HOSPITAL, DERRIFORD ROAD, PLYMOUTH
DEVELOPMENT: Variation of Condition 1 (APPROVED PLANS - To amend design) of application 23/00031/FUL10
Observations:
Whilst there are no issues which would prevent the LHA from recommending in support of the proposed changes to the scheme (from that which was consented), I would wish to make the following comments:
' It is noted that the number of disabled spaces has increased from 1 on the previous scheme to 2. This change is welcomed by the LHA.
' Although most of the pedestrian movements coming from the existing patient multi storey car park to the south of the Fracture Clinic would use the new pedestrian route up through the car park and cross the access road using the new zebra crossing, there are still some pedestrians who may continue to use the footway provided on the southern side of the Fracture Clinic access road. Using this route would necessitate pedestrians crossing the junction of the access into the car parking area.
Therefore, dropped kerbs and tactile paving should be provided across this junction (these were shown on the Landscaping Drawings approved as part of the previous application).
A tactile paving crossing point should also be provided across the junction of the car park entrance on the northern side of the access road as well.
' It is not clear from the updated landscaping drawing whether or not the cycle storage area will have a roof to it and be covered? This needs to be confirmed. I would also recommend that the entrance to the cycle store open out onto the footway and not the turning area.
' It is noted that a drop-off area has now been provided for patients as well as ambulance drop-off. To ensure that ambulances are able to use this area when required (and it is not used purely by patients for drop-off/collection), the applicant should submit details showing how the use of this area will be controlled/managed.
I look forward to receiving confirmation on the above-mentioned comments.
Recommendation:
The Highway Authority requires the submission of further information.
