COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections to this application for the variation of the planning use of Unit 2, that was previously occupied by 'Next'. To allow an extended range of (non-food) goods for use as a Donation Centre and Charity Shop. As a 'Variation of Condition 4, of application 96/00773/FUL'.

The application details set out of the proposed range and portions of different types of goods to be sold. To help mitigate the potential traffic impacts of the proposed variation to extend the range of goods, the LHA would recommend that (as per Condition 4 of the extant consent of application 96/00773/FUL), that a non-food restriction be again included in any planning consent.

SUMMARY:
The Local Highway Authority (LHA) would not wish to raise any objections to this application for the variation of the planning use of Unit 2 as specified, but would recommend that a non-food restriction is again included in any planning consent.

Economic Development

The Economic Development team has no significant objections to the proposal to vary Condition 4 of application 96/00773/FUL. The sequential test and retail impact assessments both suggest minimal adverse impact and limited alternative opportunities to deliver such a proposal. Whilst bringing a unit which has stood empty for a period of five years back into functional economic use is welcomed, it is noted that the proposed use will facilitate the creation of just a few jobs.
