The proposals seek to demolish the existing single storey office building, including ancillary structures, and erect a three-storey replacement office building at the above-mentioned site. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.

As detailed within paragraphs 1.6-1.8 of the submitted Transport Statement (TS), whilst the proposed development would result in an increase in floor area compared to that of the existing, the purpose of the new office building is to accommodate existing staff who currently work within the dockyard. As such, no additional staff will be employed as a result of the proposed development.

In addition, the proposals would have no effect on the internal road/footway network within the vicinity of the site. As such, it is unlikely that the development would lead to any additional traffic and transport impacts above those already previously established by the Dockyard as a whole.

The TS informs that a small number of cycle parking spaces lost as part of the development will be replaced and that 26x spaces will be provided in total. The cycle parking provision should be compliant with the requirements within the SPD which state that 1 space per 8 employees should be provided. When considering the level of desk space available, the minimum level of cycle parking required would be 31x spaces and such provision is expected to be met. In addition, the cycle storage should be provided in accordance with the standards set out within section 8 of the SPD. The provision of adequate levels and standards of cycle storage should be secured by way of condition.

In conclusion, as the proposed development would not result in any additional traffic or transport impacts, and as it is understood that the Dockyard is fully committed to the implementation of a site-wide Travel Plan, the LHA would not wish to raise any in-principle objections to the proposed development. Due to the relocation of staff from other areas across the Dockyard to the site, sufficient levels of cycle storage to accommodate this number of staff will be required.

Planning conditions:
CYCLE PROVISION
The building shall not be brought into use until space has been laid out within the site in accordance with previously submitted to and approved in writing by the Local Planning Authority for a minimum of 31 bicycles to be securely parked. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.

Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.




The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
