The Local Highway Authority have received an amended plan document which addresses previous concerns and so the CTMP is now acceptable as of 15th August 2024Comment Date: Tue 13 Aug 2024
The Local Highway Authority (LHA) are not able to recommend discharge of this condition relating to construction traffic management at this stage. The points made below should be addressed and further information provided, and the document updated as necessaryA) In terms of sensitive sites bordering the construction area. The LHA would like the following three sites to be included: Plymouth City College on Kings Road, The Shekinah Centre also on Kings Road and the emergency family temporary accommodation for the homeless at Ragland Court on Dameral Close.
B) In terms of the delivery vehicle route provided, for A38 traffic this uses the Marsh Mills Junction, will this route also be used for A38 traffic from the West i.e. the Tamar Bridge because potentially more appropriate routes to the site exist from A38 West?
C) The area identified for the suspension of parking will need to be subject to an application for a Temporary Traffic Regulation Order (TTRO). The need for this should be acknowledged (for information the temporary traffic regulation order guidance notes and application form are available at plymouth.gov.uk)
D) In terms of the specific provision for contractors parking this does not seem to be separately or specifically identified. This is very important because the area is traffic sensitive, and the LHA would want to minimise any overspill parking. It is acknowledged that parking provision is mentioned in the document however there are no specific intended measures that can be separated out and identified for contractors parking. The document mentions parking provision generally as being subject to co-ordination of other activities. The table for vehicle movement indicates that at its peak the movements for vehicles will be an average of 450 cars, therefore specific measures are required to identify provision for contractors parking either within the site or off site. This should correlate with the projected flows provided in the document to ensure that no overspill parking will occur.
