The proposals seek to change the use of existing commercial office space to a 1-bed flat at the above-mentioned property. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.The submission details inform that the new 1-bed flat would be allocated with 2x off-street parking spaces (in a tandem parking arrangement) within the parking area to the rear of the property which is served by Hill Street.
Whilst this could be considered an over-provision of parking as only 1x parking space is required, it is appreciated that the parking spaces are arranged in a tandem arrangement and therefore, allocating 2x spaces for use by residents is considered a suitable way forward to ensure that spaces are available for use and not obstructed by visitors to the uses on the ground floor. Furthermore, the remaining retail properties will continue to be served with adequate levels of off-street parking provision.
The property itself does not lie within a Controlled Parking Zone (CPZ), however the surrounding streets are subject to a CPZ which is in operation between the hours of 9am and 7pm, Monday to Saturday. The property would not be eligible to obtain permits for use within this CPZ.
Secure and covered cycle storage to accommodate 1x bicycle should be provided in accordance with the standards as set out within section 8 of the SPD.

CYCLE PROVISION
No dwelling shall be occupied until space has been laid out within the site in accordance with details previously submitted to and approved in writing by the Local Planning Authority for a minimum of 1x bicycles to be securely parked. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.
Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
INFORMATIVE: RESIDENT PARKING SCHEME
The applicant should be made aware that the property would not be eligible to apply for permits and visitor tickets for use within the resident parking scheme in place on the streets adjacent to the site.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
