This pre-application enquiry seeks advice on the proposed partial re-construction and refurbishment of the above-mentioned property to provide a new 2-bed flat. The Local Highway Authority (LHA) are unable to support the proposed development.

In accordance with the indicative parking standards in the SPD, the proposed flat would need to be served with 2x off-street parking spaces. However, due to the relatively sustainable and accessible location of the site, the LHA would accept a lower provision of 1x space in this instance.

Whilst the proposed plans detail an under croft garage intended to provide off-street parking for 1x car, the garage falls short of the required dimensions in order for it to be considered as a positive contribution to the off-street parking provision at the site (3.5m wide and 6.5m long). As such, it is considered that the site is not served with any suitable parking provision.

It is acknowledged that there are parking restrictions in the form of double yellow lines along the rear service lane from which access is taken, alongside the presence of 2x Controlled Parking Zones (11A and 11B) along some of the streets to the west of the site, however on-street parking is at a premium within the other surrounding streets.

Given the pre-existing demand and issues with on-street parking within the area, the LHA would seek for the development to be served with suitable off-street parking provision to prevent any overspill parking. As stated above, a reduction on the indicative parking standards would be acceptable and therefore 1x off-street parking space should be provided to support the development. Any off-street parking provision will need to conform to the minimum size dimensions as detailed within Table 29 of the SPD.

In addition, secure and covered cycle storage provided at 1x space per bedroom would also be required.


The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.

Planning Concerns:
The lack of bin storage and waste management plans contravenes several key legislations and guidelines essential to maintaining public health, safety, and environmental standards.

Environmental Protection Act 1990: This act stipulates the need for proper waste handling facilities to prevent nuisances such as odours, vermin, and fly-tipping. The proposed development's current oversight could lead to these very issues, thus failing to meet statutory nuisance standards.

Recommendation:
It is recommended that the developers revise their proposals to include detailed plans for waste storage and bin provision. This should encompass:
- Designated, accessible storage areas for bins that comply with local and national regulations.
- Adequate space for separate storage of recyclables.
- Consideration of aesthetically pleasing and secure storage solutions to prevent health hazards and nuisances.

Conclusion:
Failing to incorporate a well-thought-out waste management plan not only risks non-compliance with existing laws but also undermines the environmental and public health standards critical to community well-being. A revised plan will ensure the development is sustainable in the long term.
