COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections in principle to the proposed erection of an ancillary single storey garage building within the vehicle parking area. To be used only for the servicing and maintenance of vehicles supplied by the Fleet Service Operators, that supply vehicles to the associated close-by Amazon warehouse.

The application site in Thornbury Road is located on the Estover Industrial Estate and being ancillary to the existing Amazon warehouse and distribution use. The application details consider an on-site servicing facility would provide benefits in terms of sustainability, and time savings. The resultant difference in the traffic impacts is likely to be minimal or even neutral, given that the proposed servicing facility would itself have a relatively low level of servicing.

The proposed garage building including the access ramp would have a footprint of approximately 15x16 metres, which would occupy ten (10) in number of the current parking bays, which would be lost to parking use. Which equates to the loss of about 4% of the total number of parking bays contained within the red & Blue line of the wider site.

SUMMARY:
The LHA would not wish to raise any objections to planning permission being granted for the erection of a single storey garage building within the vehicle parking area. For the servicing and maintenance of vehicles supplied by the Fleet Service Operators for use ancillary to the associated close-by Amazon warehouse. It is recommended that an Ancillary Use Condition is included in any planning consent.

US06 ANCILLARY OR INCIDENTAL USE
() The proposed garage building situated within the associated vehicle parking area shall only be used for purposes incidental or ancillary to the primary use of the premises as an Amazon warehouse and distribution centre and the servicing of associated Fleet Service Operators vehicles.

Reason:
Whilst the proposal for such ancillary use is acceptable to the Local Planning Authority, the independent use of different parts of the premises would be likely to produce conditions unacceptable to the Local Planning Authority; this condition is in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.
