The Local Highway Authority (LHA) would not advise the discharge of this condition at this stage because in terms of encouraging non-car modes three measures are suggested and it is stated they could be undertaken to reduce overspill and congestion. The LHA would wish to see an intention that the measures will be undertaken if there is a need to reduce overspill and congestion and not could be undertaken. Similarly in terms of Remedial Measures it is stated that should a continuous issue with parking occur the timetable could be amended. Again the LHA would wish to see the intention that it will be amended. Also it is stated that if a timetable change does not address any problems other measures could be considered such s providing permits or removing parking rights. The LHA would wish to see the intention in the plan that such measures will be undertaken and not could be undertaken.
