The property concerned is a Grade II listed building (NHLE No:1386501) dating from the early 19th century. Pre-application advice has been sought for a change of use from offices to a house of multiple occupancy.

We have no in principle objections to a change of use to HMO. We would recommend that if the applicant wishes to proceed and obtain listed building consent they will need to supply a supporting Historic Building Assessment / Heritage Impact Assessment from a suitably qualified professional. This will allow for clear decision-making to be made in line with Policy DEV21 of the Plymouth and South West Devon Local Plan and Chapter 16 of the National Planning Policy Framework.
