Condition 9 ' Travel Plan
Following assessment of the submitted School Travel Plan (STP), the following points would need to be addressed before the document can be accepted and the condition discharged:

1. The STP will need to set out aims and objectives based upon the surveys undertaken which will
provide a more robust action plan.
2. The STP details existing/upcoming issues which should be addressed through the action plan.
3. The action plan will require:
a. Named persons who will be responsible for delivering each action.
b. SMART targets against which the STP can be measured.
c. Details regarding how the STP will be monitored, including the length of the monitoring
period and who will be responsible for monitoring.

In addition, it is noted that there is reference within the STP with regard to the delivery of winter road safety sessions by Sustrans. The application should be made aware that Sustrans do not provide road safety lessons and that these are instead provided by the PCC road safety team. As such, this reference will need to be corrected.

Until such a time that the above points have been addressed, the LHA will be unable to recommend the condition for discharge.

Recommendations:
The LHA are unable to recommend the discharge of condition 9 until the points set out in the above have been addressed and an amended School Travel Plan provided.

The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
