The proposals seek to change the use of the existing garage at the above-mentioned property to provide a dog grooming salon. On balance, the Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.Whilst the change of use of the garage could be considered as a loss in off-street parking, the submission documents inform that the conversion of the garage to a storage/utility room have been previously carried out under permitted development rights. Therefore, only the impacts of the proposed dog grooming salon have been assessed.
The business will operate Monday-Friday between the hours of 8am and 5pm, with a maximum of 6 clients seen per day on a 1 in 1 out basis. Only 1 member of staff will be working on site at any one time.
Off-street car parking that can accommodate 2x cars is available at the property and there are no proposed changes to the access arrangements as part of this planning application.
The submission documents state that 1x parking space will be available for use by customers for the drop off/pick up of their pets during business hours which is considered acceptable to the LHA.
However, due to the location of the site access directly off a bus layby, there are concerns over the potential for overspill parking to occur within the bus stop as customers may find it more convenient as opposed to reversing onto/off of the hardstand.
Due to the nature of the business, any potential overspill parking would only take place over a short period of time and outside the peak hours for on-street residential demand. In addition, there is kerbside parking available within close vicinity of the application site which could prevent customers from parking within the bus stop if the customer parking spot is unavailable/undesirable. Furthermore, as the business will operate on a 1 in 1 out basis, the levels of potential overspill parking would be low.
As such, it is considered that a recommendation of refusal on this basis would be unable to be sustained at appeal.
As stated within paragraph 111 of the National Planning Policy Framework (NPPF), development should only be prevented or refused on highway grounds if there would be an unacceptable impact on highway safety, or the residual cumulative impacts on the road network would be severe.
With regard to this proposed development and the associated additional vehicle movements and parking demand generated, whilst the access arrangement is not ideal, it is existing and therefore a recommendation of refusal based upon additional vehicle attraction is not considered robust enough to be sustained at appeal.
For these reasons, the LHA would not wish to raise any objections to the proposed development.
