COMMENTS:
The Local Highway Authority (LHA) would raise no objects in principle largely reiterating earlier comments for the continued use of the eastern portion of the overall site as temporary Pay & Display Car Park for a further duration of 2 years, together with retention of the boundary hoarding (although it is appreciated that potential redevelopment of the entire site has been granted for a mixed-use development under application 20/00493/OUT).
SUMMARY:
The continuation of the temporary use of the site for car parking would not give rise to any transport and highway concerns, although it is recommended that previous transport related planning conditions are reapplied: -
() DRAINAGE
Management and maintenance of drainage at the site shall be undertaken in accordance with the submitted Drainage Strategy, received 21 July 2022, unless otherwise approved in writing by the Local Planning Authority.
Reason: To ensure that satisfactory surface water drainage occurs at the site in accordance with Policy DEV35 of the Plymouth and Southwest Devon Joint Local Plan 2019 and the National Planning Policy Framework.
() PARKING CHARGES, PRICING STRUCTURE, AND CAR PARK MANAGEMENT The previously agreed on-site maintenance regime and car park charges / pricing structure shall be strictly adhered to for the period of the planning consent unless the written agreement of the Local Planning Authority is given to an alternative maintenance regime and/or parking charging schedule.
Reason: To ensure the car park is maintained and managed correctly in order to protect amenity and parking provision in the locality in accordance with policies DEV20 and DEV29 of the Plymouth and Southwest Devon Joint Local Plan 2019 and the National Planning Policy Framework
