Whilst the application is for a temporary change of use, from an employment site into a car park to enable wider development works to take place, the fact remains that this would result in the loss of an employment site within the city and as such it is important that the requirements associated with Policy Dev 14 are met before we would be supportive of an application such as this.

Policy Dev 14 is set out below;

Change of use of existing employment sites (including vacant sites whose
lawful use is for employment purposes) will only be allowed where the
following applies:

i. The proposal is specifically provided for by the local plan to deliver
wider strategic objectives, or

ii. There are overriding and demonstrable economic, regeneration and
sustainable neighbourhood / communities benefits from doing so, or

iii. There is no reasonable prospect of a site being used for employment
use in the future.

As the site in question is not allocated within the Joint Local Plan point i. above is not relevant. Therefore, we would ask the applicants to provide additional information to clearly demonstrate that there would be real and guaranteed overriding economic benefits to the neighbourhood through its approval or that there is no reasonable prospect of the site being used for employment purposes in the future.

Highway Authority Consultation Response to a Planning Application


APPLICATION NO: 24/01102/MOR

SITE: 13 SUTTON ROAD, PLYMOUTH

DEVELOPMENT: Pre-application for change of use of former sawmill and timber yard to car park with associated works


Observations:

The response from the LHA to the original application submitted for the creation of an area of temporary car parking on the Sugar Quay site in 2009 (app no 09/00763/FUL) clearly shows that there was a fundamental in-principle objection to that application. The reasoning behind this recommendation was due to the fact that the additional car parking was not considered necessary as it was proposed to serve a development which had been approved on the basis of it being 'car free' and not requiring any dedicated car parking. In addition, no justification of the need for the temporary spaces was provided and consequently, the LHA have objected to further applications submitted for the renewal of the temporary consent.

It is noted that despite having reservations about the granting of consent for the temporary car park on the SQ site, the LPA decided to grant consent in any case for the various applications submitted and as such the LHA raised no objections in respect of the most recent application submitted (17/01573/FUL). However, in view of recent applications for redevelopment in the Sutton Harbour area referring to making use of the existing under-utilised Harbour Approach multi-storey car park, I would question why additional surface-level car parking is required if this existing car park has spare capacity? This needs to be clarified before additional temporary car parking is permitted.

I would also add that the relocation of the temporary car parking from one side of Sutton Road to the other, will necessitate pedestrians having to cross Sutton Road in a location where there are no dedicated crossing facilities to cater for such. Crossing Sutton Road where the pedestrian route into the car park meets Sutton Road would result in pedestrians needing to cross on the inside of a bend where visibility for pedestrians would not be great. I would also add that Sutton Road is relatively wide at this point which is likely to lead to the potential for higher vehicle speeds.

Although there is a central island crossing point located to the north of the access into the proposed temporary car park, this may not necessarily be on the pedestrian desire line (particularly if pedestrians are looking to access the waterfront walkway via Marrowbone Slip). Using this existing crossing facility would lead to pedestrians walking in the opposite direction to where they want to walk which is unlikely to happen. This needs to be addressed.

Whilst I appreciate that these spaces are due to be temporary, they have been consented since 2009. On that basis I would expect to see some EV charging provision outlined and provided.
